What's New in ArcGIS 10.8: A Comprehensive Guide
ArcGIS 10.8 is the latest version of Esri's geographic information system (GIS) software that offers new features and capabilities for mapping, geoprocessing, publishing, and data management. Whether you are a GIS professional, a developer, or a beginner, ArcGIS 10.8 has something for you. In this article, we will explore some of the highlights of ArcGIS 10.8 and how you can use them to enhance your GIS workflows.
Cartography Toolbox
One of the new and improved functionality in ArcGIS 10.8 is the Cartography toolbox, which provides tools for creating and modifying cartographic features and representations. Some of the new features in the Cartography toolbox are:

You can now choose to partition data based on vertex count, in addition to the previously available method of feature count, in the Create Cartographic Partitions tool. This is useful when input data contains a relatively small number of complex features, such as high-resolution country polygons, or where long features are likely to cross multiple partition boundaries, such as contour lines.
The Simplify Building tool has a new parameter called Input barrier layers. You can use this parameter to identify one or more layers that contain features that must not be crossed by simplified lines. Barrier features can be points, lines, or polygons.
The Smooth Line and Smooth Polygon tools have a parameter called Handling Topographical Errors that was previously hidden from the tools' user interfaces. This parameter specifies how topological errors, possibly introduced by processing, are handled. You can choose to flag them as errors, resolve them automatically, or ignore them.
Spatial Analyst Toolbox
The Spatial Analyst toolbox provides a rich set of spatial analysis and modeling tools for raster and vector data. In ArcGIS 10.8, the Spatial Analyst toolbox has been updated with a new parameter for the Cost Path and Cost Path As Polyline tools in the Distance toolset. The new parameter is called Force flow direction convention for backlink raster. When checked, this parameter forces the tool to treat the input backlink raster as a flow direction raster. Flow direction rasters can have integers with values ranging from 0 to 255.
Publishing
ArcGIS 10.8 also introduces new features and enhancements for publishing workflows. Some of the changes are:
When you author a map to publish a feature service, the field order you define is now preserved when you publish the feature service to a GIS Server. This allows you to control how your data is displayed in web applications and other clients.
You can now publish hosted scene layers from multipatch feature layers in your portal. Hosted scene layers allow you to visualize and interact with 3D data in web scenes.
You can now publish hosted imagery layers from image collections in your portal. Hosted imagery layers allow you to store and manage large collections of imagery data in the cloud.
You can now publish hosted WFS layers from feature layers in your portal. Hosted WFS layers allow you to share vector data using the Web Feature Service (WFS) standard.
Data Management
ArcGIS 10.8 also offers new features and improvements for data management workflows. Some of the changes are:
You can now use the importlicense command line utility to import a license file containing licensed apps and user types. This simplifies the process of authorizing your portal with multiple licenses.
You can now use ArcGIS Pro to create and manage utility networks and parcel fabrics in your portal's hosted database. Utility networks and parcel fabrics are advanced data models that support network analysis and cadastral management.
You can now use ArcGIS Pro to create and manage annotation feature classes in your portal's hosted database. Annotation feature classes store text labels that can be placed 06063cd7f5
